My first hypothesis was that he might try to frame the couple for smuggling. After all, the border isn't far. But war also sounds plausible.

My first hypothesis was that he might try to frame the couple for smuggling. After all, the border isn't far. But war also sounds plausible.
There's two possible reasons :
1. He wants to put Ripley's name and honor into shame by selling bad ointments
2. There's going to be a war soon, where a lot of people are injured, and they are in need of the ointment
