I'm sorry but that "I care but don't want to show it yet am terrible at hiding it" attitude from a bully who was all in for murdering his adopted sister is just disgusting.
Even an sincere apology would barely cut it and even then he don't deserve forgiveness. Let's keep in mind that Penelope don't have a choice but to accept his "affection" because her life depends on it. She is literally coerced into accepting their attention and pretending she don't mind however they treat her because if she don't they could just straight up kill her.
Him acting overprotective and like his intense bullying is water under the bridge, suddenly caring but not enough to take interest of what kind of person she is, is just creepy. He kind of remind me of Aria's brother in the villainess reverses the hourglass.
