From what I understand she was trying to make the point that marriage is not the only way to maintain and gain power. She presented him with the option of becoming mother queen which would strengthen the kingdoms power and along with creating friendly relations between both nations. She wants him to know that other options exist in search of power apart from marriage since he is hesitant because of Shin.
