I think somewhere between her 1st life to now she did try to do that but it always seemed to fail because in the very end he commits suicide, becomes weak to every male (despite getting training/going to school), and heavily depends on her. I think that’s why she gave up on raising him as an individual but instead protects him.

I'm low-key mad that she doesn't seem to put any worth in rions life, if not as a brother, than at least like a person.
