
Another guess: yeah, they probably didn't care much about her to begin with, but also I think they never thought about using pheromones in the first place.
A child that can't shapeshift seems to be a shame for the family, so they clearly never talked about her condition and simply let her be. I also think that being able to transform at a very young age is so common that cases where it's not possible are pretty much non-existent or not disclosed outside the family.
It's also possible that herbivores' pheromones aren't strong enough to "force" her transformation, carnivores' pheromones are usually stronger. And Vivi needs to practically bathe in those pheromones to shift.
So I guess the rabbits' family just doesn't have strong enough pheromones and they didn't dare to ask for help from another clan, seeing as they were/are ashamed of Vivi's condition.
