I feel like jeongin (the mc) are the one purposely roaming around that place so that he can meet seunghyun again. I feel like he developed a kind of attachment to seunghyun and maybe his feeling of guilty, hatred and love are mixed up.
Actually 10 years have passed, and when ML was sentenced for 9 years MC was sent off the country, with study excuses for him to change the atmosphere and refresh his mind from the past traumas.

And you are right, he feels guilty because he thinks that ML was sentenced because of him , and he blames himself for that. ML uses MCs gulit feelings for his own sake. ML doesn't show blaming nature but keeps showing respect towards MC, but the tension will still be there.

MC will stay by MLs side, He even will get kidnapped. They will get married, but MC will be almost always chained to MLs side. ML will not let him leave his side. You can imagine Legs that want walk manhwa plot. That is what reminds me about this work.
