also his little brother threatened to tell their family about it and in a round about way made it sound like the older brother would be the one who would get all the blame which truly he would. So he's not playing the victim because he is the victim. Although i agree he shouldnt have been so passive since the very beginning of realizing his little brother was having problems but that doesnt mean he's not an actual victim

Rape by a minor is still rape. It's not the victim's responsibilty to 'save' his abuser. And other than some ambiguous grooming there is little to suggest that the rapist has been abused. This story has light at the end of the tunnel for the abused person and people are actually disappointed in it, laughable.
At this point any HEA would be totally contrived. You have the kid who's been sexually abused by multiple women since a young age. A step brother whose a closet homosexual, and as an adult doesn't get help for the child but rather plays the maiden in distress. Lastly you have the ambiguous reactions from the sempai. Sigh
