That's the thing we don't know if Annie, Reiner, Berthold, or Ymir were from the same time era o.o all we know is Grisha and Zeke was so the other 4 obtained theirs at some point along the time line but one is still unaccounted for because one of the 9 was later eaten by Grisha then fed to Eren. Cargo one was still mindless xD it's the intelligent ones that are the 9 after all.
The government stated they had 7 so they knew of seven out of the nine and were able to pass them on to children to become their titian warriors. Oh god what if the final one is hiding in one of the walls O_O

I believe it's not zeke's first mission. We could see zeke's position is higher than reiner. Once zeke said to reini if he's performing poorly, the "armor titan" will be given to another warrior. So the compliation of 9 titan will be like this
1. Bert passed it to armin
2. Annie
3. Reiner
4. Zeke
5. Marcel passed it to ymir
6. Titan cargo
7. Shifter that grisha eat, passed it to eren
8. Uri reiss passed it to frida, then to grisha and to eren,
9. Mysterious Af, probably titan with ability to change people to mindless titan.
So going back they mentioned that there were 9 special titans and that the Mare stole 7 out of the 9. That must mean that the last two are within the walls, one being the Progenitor titan and another unknown one. Grisha wasn't a shifter until he broke into the inner walls and used the serum to turn himself into a titan right before eating Frida which is them passed onto Eren. Meaning that besides Eren there has to be another shifter within the walls.

@intodenile remember grisha fight with frida reiss,, he ate frida and he could change into a titan even before ate frida. This indicate that grisha, even before ate frida already a shifter. High probability he ate one of shifter like ymir too.
Like I'm not even sure which side to be on anymore ;A; They're learning the true history and sheep man, I don't know wtf to think because this is just WOW!
And as someone else asked o_O where is the final Titian? Only 8 are accounted for unless the last one is also a royal so Royal's have 2 or is that last one a ghost in the wind atm?
