well keep in mind that he still was in love with him throughout his entire past life. even when he was tortured and tormented he was still in love with the emperor enough so to even end his life in order to meet with the goddess and beg her to save the emperors life. so imagine now meeting a version of the person you love so much that has all the good traits and none of the bad ones you once knew. Like it's basically a jackpot so I can't blame him to fall in love again even more than before. Of course he is torn inside and has some aversions because he still has the memories from his past life but little by little you can see that he realizes that the past emperor and the present are two completely different people. Like the emperor di not "change" since there is nor prior version of him that could have changed to the present. he is simply new. And once this has sunk in Yeo-dam will still have some aversions but you can see that he is warming up to the new emperor and honestly I totally understand this.
