1. Probably because she was the only one who gave him familial love without trying to kill him. Actual affection is rare in Agriche family. And after the hallusination of killing her Jeremy probably realized how important she is to him. He's turned into siscon which is quite cute to me. (BTW they have a familial bond, no sexual love between them.)

2. He's in love with her. Probably same reason as Jeremy, Roxanna is an oddity in the Agriche family since she knows how to love and actually care for other people. Dion's mother is that murderous psychopath Marie(?) and father is... Only interested in results and gruelty. So seeing Roxanna cry for her dead brother may have hit Dion hard, maybe due to curiosity or jealousy. Dion probably wants the same love unconsciously. (And Roxanna is pretty and talented, who wouldn't love her?) So Roxanna is taking advantage of this by leading him by the nose, like giving snippets of her attention so that he'll listen

3. Agriche have no morals or sense of law in the first place. And she's super hot, the most gorgeous person they know, and they most likely don't give a shit about each other in familial sense, meaning they don't have any kind of sibling bond. And he's just shitty person anyways.

4. No idea but I ship it. I feel like innately Jeremy isn't bad, he just grew up as an Agriche without proper sense of morals and decent family. I mean, he dislikes the way Marie(?) just murders her maids for no reason.
