Well he couldn't right? I mean he gave us Angel, she's close enough to be Nobara, not saying she should be her replacement esp since Itadori didn't want to think of Angel as Nobara. So there probably wasn't any choice of matter in bringing her back ig.
Instead of bringing back Nobara, Gege chose to add more complicated rules to domains and using curse techniques. =_=
