I think it might also be because he's from another world too.
I'm thinking if Cliff gave him his power so Leon became powerful and ruled the world (before losing all his man's)

also wondering if cliff healing him has something to do with his mana problems now? or perhaps he's always had this problem as a kid/more prone to it. hm..but finally the plot moves!!
