I think he plans to reform the church sector but since it's intertwined with the imperial and noble factions, he had to dive into politics to get stronger than the other cardinals ig. He's ruthless in his plans and doesn't mind sacrificing other ppl along the way. Even when he planned Shuli's murder, it wasn't because of his personal grudge but because it could lead to holy war. (Tho he's a misogynistic pos).
