The way I understand it: That organization is run by a top secret branch of the government. Their goal is to create super soldiers. At some point they discovered special people who get powered up when they have sex together. So part of the organization is to find play boys who fit the bill. They are then abducted for further testing to see whether they have the talent required for the job. Next they train them to be able to control those powers they gain from sex, using them to beat up bad guys and save the world.
