Bc first of all, the Empress' family blackmailed him into marrying her. Then the Biatch of an Empress drugged the Emperor on the day they got married and r@ped him which resulted in Etienne being born. Add to that he does not want the power balance to tip anymore, it is already highly tipped in the Empress' favor bc she and her family keep killing others to keep their power. The Emperor knows Etienne is nothing more than a tool for his mother to reign on the Empire so he wants someone else on the throne who could curb the power of her family.
