I think his reasoning is more about Kosol not becoming a Murdering tyrant. But also, it's his father at the end of the day. I totally agree with your sentiment though and wish he showed him the same heartless behaviour that he shows, but that's what makes him different from him. Like the legendary dialogue in Batman Begins: "Your compassion is a weakness your enemies will not share." To which Bruce replies, "That's why it's so important. It separates us from them."
