It's a placeholder, I've seen it everywhere nowadays, as far as I understood, it's function is to stop mangago to automatically take low quality MTL-s from other sites. It's just, the uploader should've upload the new chapter as a replacement for the placeholder.
I know mgg is not the holiest place (but the best of any *ehem*.. illegal.. ) of all to read any manga/manhwa/manhua.. but then who tf keep uploading 1 page new chap? Bot dont simply update if no one submitted right? ლ(´ڡ`ლ) the false hope... Haihhhh
