I think it's because he's seeing that she just left quietly. She was at the event where Trashta pledged the promissory notes and could have said something, but instead she decided not to cause a scene because to her it didn't matter whether the donation was made under her name or not, as long as the money went where it needed to go.
A lot of people (in the Easter Empire) were calling her cold and uncaring in those times, but I think he has just realized that she was keeping the peace because of how much she did care.
