I believe the reason the emperor could even approach the prince now is because he distanced himself from him.
Trauma is a lot more complicated and uncontrollable than we may expect. There have been many cases in which the victim cannot even look at their child born from rape. And its valid because its easy to say that they can just move on and accept it cuz the child is innocent but when when there's a constant reminded of the trauma even the smallest reminder, they would never be able to heal (or maybe they could, it depends on the severity of the trauma and the person themselves).
Because of the distance, the emperor eventually learned to supress and unlink the prince from his trauma. It sucks that it took so long but that's how trauma is.
