Generally ppl can see Jaeshin (as a human). But it's very interesting question if the queen herself would be able to see that Geumdong isn't just a dog. I don't think so however "her" ghost might and he could tell her.
The queen can see ghosts right? I wonder if she can see him in his true form instead of just a puppy?
