You bring up these but not the context to why Jooin is feeling that way. Which is why he's so hesitant and unsure of. Both of them lack communication. Which leads to them misunderstanding each other. And when he got back and heard cain already accepting rejection and deciding to go back to sort his life in the us out, why would he want to stop that when he literally sent him away the first time because he felt like he took him from his family.
