Her territory is politically, culturally, and economically pretty isolated to hide the improvements she has made, i think there was a train system and like she doesn't want the stuff to be used for war. I think it's pretty expected in the manga for males in war together to get into sexual relations because duh.

no i was going through my list of stories and it's not that, i thought i might've found it too, other than his assistant the ml is pretty decent and is loyal to fl
i scrolled through my history all the way back until 2019 and I still cannot find it, I don't recall rereading it recently and my sense of time is so bad cruds, please don't let this become one those stories.

she even creates a car and uses it with the prince
anyways the prince and his assistant have their thing on the side while he's trying to whoo her
