I agree I think maybe he is taking their dragon power back and turning them to normal humans. That way they won't die young and maybe soowons illness gets better and he cab continue being the king and we finally get the whole gang happily and freely together

Honestly I doubt Zeno is a villain... My theory is that the author is gonna make it seem that he's not on Yona's side by trapping the dragons in the chalice and he might even oppose her and play the villain but turn out he's doing it break the curse/blessing of the dragons. Like he's resetting the course of how the dragons came to be by returning them to how the first guys-dragon got the dragon in their body (aka from the chalice). I strongly strongly doubt that Zeno in consideration to Yona's intention want their friends to die young so another set of dragon-guys shows up.
