Probably because fire empire have alot snakes (cuz they're in desert area ig) and gems empire have mythical legend about unicorn(means unicorn exist before dragon) Im just making assumptions.

I also find it kinda confusing. If it was a novel, they would probably explain it more.

Let me ask a question here,
"Why (black) dragon from (gold) empire and the emblem I think is ok since is dragon ,.
(Red) dragon from (fire)empire and I think that's OK since Red and fire usually equal but why the emblem have to be a snake ??? Is it because same reptile species??.
Last is (white) dragon from (gems)empire and same opinion as Red and fire above is related but why a Unicorn???? Like just why??.".
