Yeah, they aren't. When mc played the game and the raised Joffrey's affection to 4.5, he confessed to the fl that he was in fact not the king's son, which also contributed to his inferiority complex towards Edward. He told the fl that this was something he had never told anyone before, and that he had placed his life in her hands by revealing this truth, that it was ok if she left him and never wanted to see him again. Mc assumes this is the reason why the king dislikes him so much, because he is not really his son.
Oooh I know they aren't real brothers but I was hoping that they would have brotherly affection instead of having romance. Thanks for the info!
