The shackles were used! At the end of chp. 91 Mia intercepts Pereshati and the box holding the shackles drop to the ground. Theo ends up being the one to put it on Phineas' ankle :)

so did she use to shackles or nah cos this chapter made it seem like her hypothesis was right? and phineas managed to make it past his supposed last seizure... but also the shackles weren't shown so im confusious
