I mean, from what I read I think you can raise your levels? when I was reading it mentioned there being a level test which could mean she can raise her level up!

So,,, are levels intrinsic?? Are they born with the power with determined level that are constant forever, or can they raise their levels? She's obviously getting stronger to defeat higher leveled individuals, so is it just a power with predestined worth that they cannot change or what
