Definitely, and not just that, but an age gap like that when both are in different life stages generates a power imbalance. It's not the same as a 28 year old dating a 32 year old because both likely have jobs and can be financially independent. When you're 18, someone slightly older than you can potentially take advantage of you and even make you financially dependent on them. You're also less emotionally mature at that age.
