I read a comment a long time ago that this would happen but here's a dumbass question. If you wanted to get rid of the problem why not just let them leave the country? You had guards all over and blocking the docks you should have just escorted them onto the boat and said don't come back. That way he would have died as an old man or met in some tragic accident.
