The episode that I think you're talking about has been fully updated, don't know if it's updated on here but it's free on webtoon. For some reason I can't find the episode :/ but I think the people who make her dresses, just happened to have some fabric that they thought suited her. They knew her measurements so they just made a dress from the fabric, and were just having her try it on. I think it's just supposed to be a cute moment when she walks in and Theo is falling more and more in love with her.
