The age of legal consent is NOT the same as the age of majority ! It's two different things. And please note that there are huge disparlties between countries regarding to the legal age of consent. usually majority age (like in '' becoming an adult legally '' is 18 but the legal age of consent can be 14 (in Japan) or 15, 16, 18 or 21.
So the question is , where do YOU put the line yourself ? Personnally 17 would be alright for me.and 15 is underage. In fictionnal work i would rather NOT see romance between a 16 years old and a grown up man! _
I had the same concerns as you, so I had to investigate in the blog of the author and she commented that Ian is older than Kaya. But How old is Kaya? The only reference we have is that 20 years ago, Raymond’s father was executed and we can see a small Raymond carrying a newborn Kaya. So, we can inferred, she is 19 years old. So, Ian is around 20.
The reason of his appearance is due to many years of malnutrition,etc
