He does actually know. It's that old man in his air basically telling him that because she can use magic, she's going to take all his authority because people would like her more. And he's dumb enough to listen cause he's hot major issues
Okay so that's why he's a puppet. He's so dumb to listen to that ambitious old man. But it felt like he knows but chose to not give it an importance. He only does what he thinks a woman would like, not what the woman he likes want.
