Honestly that's the most perfect solution. The empire would have the best of both. Dorothy's intelligence and Ray's benovolance and charisma. The empire would flourish.

In my opinion I feel like both Ray and Dorothy should together rule the empire. Dorothy has that cold logic and reasoning which ray lacks at times, and Ray has that charisma and kindness that allows people to rely on him. Both of them have their own set of powers which are (in terms of how good they use it) opposite to the other's.
If they both simultaneously rule the empire, i feel like the results will be much better than if a single person rules it. And honestly that way they're going to bring about a change for the better for not only themselves but for everyone in Empire as well.
If they show that siblings who trust and love each other do not need to be inferior to the other to let one get the throne, and that both can rule together in harmony, isn't that the best message possible?
