I'm pretty sure they're always together until Wooyeon agreed taking Peter back to America to his family which is pretty much close to the end of the novel. It's actually a short story

It's been a while since I finished the novel but I vaguely remember that there's no chasing or redemption arc. But they're feelings for each other did change how they treat one another
