I think it's a historical comedy. The MC is a long-haired blonde and was meant to become a god messenger of the temple, but he doesn't want to, so he plans his escape by putting a lot of jewels in his body so the dragon will kidnap him and he can turn into a human with tanned skin and black hair. There's even a scene where the dragon turns into a human, and the MC is like, "Handsome face! and a muscular body!! The man of my dream!"
