I have mixed feelings about it too, but the fact that Kureha waited for Kyo to be a proper adult was a big plus, also the line he said about consent was the best I ever seen in any manga ever.
I can, more or less, let it slide because they never had a parent/child relationship, a guardian not necessarily have to be a parent.
