Well his plan is probably to become a king regent.

1. He killed the previous empress (to possibly make the emperor get depressed)
2. As the prime minister he can control the court (if the emperor is not present)
3. He forced his wife to have a baby so he could have a daughter to pair with the young crown prince.
4. If Astelle & Kaizen have a successful marriage and got a kid. He can get rid Kaizen so his grand child (Theor) will become the emperor.
5. He probably plan to use Theor as puppet emperor while he was the actual ruler behind.

Then they stopped meeting when mother got pregnant again with fl.
