I think you missed the underlying message. She was telling the nobles to support her and force commoners to give her more earnings. She’s fixing the river cause it hurts the harvest. Harvest = food/money. So she’s gonna make commoners do all the farm work and then have them give her the harvest, aka less food for the people. It’s the beginning of overtaxing the people and tyranny.
