I mean, he said that the barrier is not permanent. If the barrier is gone I think it will be either they will thought Shield is getting revenge or they will finally get that the barrier is temporary.
But I think it is more likely they will think the former.
I know he wouldn't necessarily retaliate, but I am so looking forward to that kingdpm fscing the consequences (maybe not everyone condemned him but it did show even commoners taking him forgranted)
