Yes, he's the masked villain. But he made a situation where he made it look like that Republic Guy, (I think he's name is Jin Qing, not sure though) is the masked trash. But actually, it's kinda complicated because the Past Kiyoung a.k.a. original masked villain from the past kinda involved in making Hyunsung regressed so I'm not sure if he's purely a villain...?? It's a shame I don't remember some of the details so I guess I need to reread it.
