Guys, this is their RETRIBUTION. Literally every torture done towards them reflects the wrongdoings they have done/would have done. Pitying them is spitting on the graves of everyone they've hurt. It's an eye for an eye.
None of this is morally right and I'm not claiming it is so stop making this a real life situation, this is just a gore manga, don't be a fictional police. Just go read something else^^
