Either both or none, but its pretty simple to understand the concept, I don’t think you need to question much, even if it’s sound funny when you think that the adults call kids to come instead of the police (or there’s no police in the town)

I think I remember it was mentioned in one of the chapters that the police kinda gave up because it's too chaotic and the fights got out of hand? I think this is a small town so maybe the police station is just an outpost and not the base so maybe there's few police that was stationed there. And by the fact that fights keeps happening everyday, obviously the police can't handle hundreds of kids or thugs that create chaos. Though it's kinda irresponsible for those police to completely ignore what's happening. But anyway just think of it as a lawless zone. I just think of it that way.
