That's just the phone recognizing that what you are touching is a interactive part of the website (if you lightly touch over the like button of any comment, withouth clicking, it will also glow blue, same thing if you touch a comments title, a profile picture or a username, etc, those are all interactive parts of the website. It glows blue to informe you of that).
You can use the scroll bar but then you'd have to hold it nonstop. If you use the mini browser, just live with it lol, no, just kidding, touch the screen more lightly, don't take too long with your fingers on the same spot before scrolling, do the movement of scrolling as you touch the screen, there's absolute no need to be hovering in contact, that works for me.
You can also try to lower your touchscreen response or how long pressing to be identify as "pressing a button". Don't remember the exact names, but go through your phone settings for both.
In all cases, it will be less likely for the phone to understand your touch as you trying to interact with the button, but just scrolling by.
Now, if you use the chrome browser, you can edit the stylesheet, you def can find the CSS on google

Okay so whenever you want a panel to be saved right, and if youre a phone user like me, you just gotta long press and save image or whatever right? While doing so theres this blue flash right
Well it seems while i scroll/every touch i make the blue light flashes and ITS GETTING ON MY DAMN NERVES!!( ;｀Д´) every time i scroll flashes this flashes that! I use both desktop mode and mobile mode, I use multi pages and gaps, but whatever preferences i set it still does this flashes even though i dont long press! i dont believe its a ghost touch(if so, i would have troubles navigating on my phone which, fortunately, doesn't happen) so pleasee~~ just try to drop some ideas!!! it would really helppp~~~(´＿｀。)ﾞ♡♡♡
