They do look very similar especially since they all have updos. I look at the outfits. All the maids wear the same light blue top and blue skirt. Court ladies wear the green tops with longer front flaps they hide their hands in and navy skirts. Consorts and concubines wear tops(long front flaps too) with more embellishments and embroidery on their shoulders. Some have patterns too. They also wear fancy hairpins. For who they are exactly, you really just need context.
