If they're in human or human-like form it's not beastiality.

If one of them are in a beast from and the other in a human or kemonomimi it's beastiality.

If both are in beast form, it's not beastiality but would be even weirder than us watching two animals have intercourse than have a human and beast have intercourse. (Still weird)
