In Japan its not considered as incest. Yes they are related by blood but in their country, cousins are like their distant relatives so its basically close to strangers (keyword: Like). It is only considered as incest if you Romantically love your close relatives like siblings and parents (once again only in Japan), also this practice is no longer common these days in their country but it does still happen to this day.
It’s very common to marry your cousin in Muslim families too. Even to this day and age.
