im actually not sure but i feel like hes being punished bcs of betraying the king which is yona, correct me if im wrong tho T__T
He wanted to be mortal again, so he stole the King's sacred chalice and "put" his brothers in it. He thought that if Yona stabbed him with the King's sword and his blood got into the chalice, he would finally die. But in and attempt to stop him, Yona ended up being stabbed by him by accident. The dragons blamed him and believe this was treason, which was kinda not?

Sorry, I think I missed something? Why is zeno being punished? What did he do to "forsake his duty"?
