Kinda remind me of hojo from ff7.
That's what's amazing about this manga. Justus truly is a mad scientist and he is pure evil. The reason why he appears normal is because his character is someone who's evil but is able to fool others into believing that he is normal. The interesting part is that author is making Justus' character appear normal to the audience as well. Which is something you don't often see in story telling because it can confuse the readers or cause the reader to sympathize too much with the villain.
since i read the novel i think justus is a bit uncommon villain. he technically harold boss and here he looked just like a normal researcher, not a mad villain, not a mad scientist although he is supposedly. it seems so easy to just off him if it's a normal action manga, but this is actually a bit political right... harold has too many reason or excuse to take a long way to defeat the boss that literally in front of him and he have normal conversation with him, that actually a bit scary
