I agree with you! The killer at first was about to shoot at Soma, who clearly saw his face too, so why didn't kill Soma, that now is a witness? And the picture must be connected to the killer but I really can't figure out in which way, since it's a picture from Ciel's childhood, before the contract with Sebastian ._.

Why Soma wasn't killed? It's not like I want him dead, in fact, he's one of my favorite character in this manga. It's just that the intruder seems to be very skilled (even acknowledged by Agni) and has the advantage of having weapons (knives and gun). He/she was just 1 door away from Soma. He can randomly shoot the door or destroy the knob and enter.
Also, I think that the intruder is not Lizzy. If it was her, Soma's reaction would be like "long time no see" or "where have you been all this time?" and etc. Based from the previous chapter, Soma was just like casually greeting someone he sees 'usually' (eg. Ciel or Sebastian)...
Considering the stature of the intruder too, it is quite taller compared to Lizzy's.
Ahhhhhhhh, I really can't wait to know who stabbed Agni with f****** 6 knives, so that I could do the same.. jk. Since he's dead already, we will not yet know what he has seen from the burnt picture to the point he was shookt.
I was reaaally hoping Sebastian would appear miraculously during the fight. :(
