I think he means he sacrificed a lot of time and effort. He was prepping Jieun's murder for Bum for quite some time.

I have a strong feeling it was an act to lead up to her death. Especially after this chapter when he was complaining for having to entertain his friends and Jieun. I think the whole point of introducing Bum to his friends and even having sex with Jieun was to make Bum angry enough to kill Jieun. Not sure if Sangwoo wanted Bum to be thrilled or relieved but he did want Bum to feel something. He was so upset with Bum because he's been planning for so long and he didn't get the outcome he wanted.

No, I don't think Sangwoo's goal was to make Bum afraid to leave. Bum has already shown Sangwoo that he's not going to run from him like before. I think Sangwoo was testing that when he took Bum to the store and watched him from a distance. Based on Sangwoo's behavior in 17, I think he planned this all for Bum(The whole "you're the star of tonight" scene). Also I don't think Sangwoo has ever put this much effort into selecting a victim. I got the impression that his victims were usually along the lines of a one night stands. But with Jieun he worked up a relationship with her, which was pretty careless of him because people know they hung out together. Killing her earlier would have been easy to do seeing how she was so eager to have sex with him. The only reason I can think of for his reckless behavior is that he specifically wanted Bum to kill her.
